Our key areas of inquiry are the foundations of artificial intelligence — such as talent, data and computational power — as well as how AI can be used in cybersecurity and other national security settings. We also do research on the policy tools that can be used to shape AI’s development and use, and on biotechnology.

CSET Senior Fellow Andrew Lohn testified before the U.S. Senate Armed Services Subcommittee on Cybersecurity hearing on artificial intelligence applications to operations in cyberspace. Lohn discussed AI's capabilities and vulnerabilities in cyber defenses and offenses.

CSET submitted this comment to the Department of Commerce to inform incentives, infrastructure, and research and development needed to support a strong domestic semiconductor industry.

CHIPS for America Act funding will result in the construction of new semiconductor fabrication facilities (“fabs”) in the United States, employing tens of thousands of workers. This policy brief assesses the occupations and backgrounds that will be most in-demand among new fabs, as well as options for ensuring availability of the necessary talent. Findings suggest the need for new immigration pathways for experienced foreign fab workers, and investments in workforce development.

Since 1990, the U.S. share of global semiconductor manufacturing capacity has declined while the shares of China, South Korea, and Taiwan have increased. If carefully targeted, CHIPS for America Act incentives could reverse this trend for the types of chips that matter most to U.S. national security. In this policy brief, the author assesses how CHIPS Act incentives should be distributed across different types of chips.

Superconductor Electronics Research

November 2021

Devices based on superconductor electronics can achieve much higher energy efficiency than standard electronics. Research in superconductor electronics could advance a range of commercial and defense priorities, with potential applications for supercomputing, artificial intelligence, sensors, signal processing, and quantum computing. This brief identifies the countries most actively contributing to superconductor electronics research and assesses their relative competitiveness in terms of both research output and funding.

No Permits, No Fabs

Congress has advanced legislation to appropriate $52 billion in funding for the CHIPS for America Act, which aims to increase semiconductor manufacturing and supply chain resilience in the United States. But more can be done to improve the resiliency of U.S. access to microelectronics beyond manufacturing incentives. This report outlines infrastructure investments and regulatory reforms that could make the United States a more attractive place to build new chipmaking capacity and ensure continued U.S. access to key inputs for semiconductor manufacturing.

Military AI Cooperation Toolbox

The Department of Defense can already begin applying its existing international science and technology agreements, global scientific networks, and role in multilateral institutions to stimulate digital defense cooperation. This issue brief frames this collection of options as a military AI cooperation toolbox, finding that the available tools offer valuable pathways to align policies, advance research, development, and testing, and to connect personnel–albeit in more structured ways in the Euro-Atlantic than in the Indo-Pacific.

CSET Research Analyst Will Hunt testified before the Strategic Technologies and Advanced Research (STAR) Subcommittee on "Microelectronics: Levers for Promoting Security and Innovation." He offered recommendations to advance the U.S.' semiconductor industry.

National Cybersecurity Center Map

China wants to be a “cyber powerhouse” (网络强国). At the heart of this mission is the sprawling 40 km2 campus of the National Cybersecurity Center. Formally called the National Cybersecurity Talent and Innovation Base (国家网络安全人才与创新基地), the NCC is being built in Wuhan. The campus, which China began constructing in 2017 and is still building, includes seven centers for research, talent cultivation, and entrepreneurship; two government-focused laboratories; and a National Cybersecurity School.
