Fox Business featured CSET’s Ngor Luong in an article that discusses the potential for new restrictions on U.S. based-investment in Chinese firms that specialize in AI, which can have both commercial and military applications.
“There are concerns around U.S. technology going to the Chinese military to help it modernize, to support Beijing’s efforts to leverage technology for human rights violations, or to help China gain a first-mover advantage in AI writ large,” Luong said.
The Fox article cited a February report by Luong and Emily S. Weinstein; it found that between 2015 and 2021, U.S.-based investors made up about 17% of the 2,299 global investments in Chinese AI companies, and about 37% of the total raised by the Chinese firms.
Luong noted, “We still don’t have a lot of visibility into the exact amount of U.S. investment into Chinese AI companies.” Her report with Weinstein recommended steps for policymakers to take in order to better address concerns over capital flowing into the Chinese AI ecosystem.
