They suggest that strong allies should forge new pathways of collaboration across the public and private sectors. South Korea’s defense R&D sector should emulate Ukraine’s integration of military and civilian technologies, advocating for collaboration with the commercial technology sector.

Despite South Korea’s status as the world’s fastest-growing arms supplier, Riddick and McFaul highlights challenges in incorporating nondefense technologies, emphasizing the necessity of cultivating an inclusive R&D environment to encourage innovation, particularly among smaller enterprises.
