The following regulation describes various financial and policy incentives that Qianhai District in southern China’s Shenzhen City is taking to promote the growth of its AI industry. It is one example of the types of subsidies and other supportive policies that Chinese local governments take to attract and incubate AI companies, often in competition with other localities.

Certain Measures of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone Management Bureau to Support the High-Quality Development and High-Level Application of Artificial Intelligence
To deeply implement the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone Plan for Comprehensively Deepening Reform and Opening Up and fulfill the requirements of the Shenzhen Special Economic Zone Artificial Intelligence Industry Promotion Regulations and the Shenzhen City Action Plan for Accelerating the High-Quality Development and High-Level Application of Artificial Intelligence (2023-2024), this initiative aims to build an internationally competitive open and innovative ecosystem. It focuses on accelerating the aggregation of domestic and foreign innovation resources, promoting the integration of artificial intelligence (AI) technology with the modern service and advanced manufacturing industries, driving high-quality development and high-level application of AI in Qianhai, and creating a leading global AI region. The following measures are established:
I. Promote the Aggregation of the AI Industry
(i) Construct the Qianhai Artificial Intelligence Aggregation Zone (前海人工智能集聚区). Encourage leading AI enterprises and high-growth companies, as well as leading businesses in advanced manufacturing, finance, logistics, and information services, to establish their AI business headquarters in the Qianhai AI Aggregation Zone. For AI enterprises that start operating in the Qianhai AI Aggregation Zone (including the Qianwan, Guiwan, Mawan, Baozhong, and Dachan Bay areas) after January 1, 2023, and have a paid-in registered capital of over Chinese yuan Renminbi (RMB) 20 million, a subsidy of RMB 60 per square meter per month will be provided for the office space leased within the zone, for a continuous period of 36 months, with a maximum annual subsidy of RMB 3 million per enterprise.
