The following document, issued in 2017 by the predecessor office of today’s Cyberspace Administration of China, sets standards for Chinese universities that wish to stand up their own trial cybersecurity schools. In order to fast-track China’s efforts to train cybersecurity talent, the regulations allow undergraduate cybersecurity majors to enroll in these “demonstration” cybersecurity schools without taking the usual graduate school entrance exam, and arrange for government and private funding for the new cybersecurity colleges.

Management Methods for the Demonstration Project for Building World-Class Cybersecurity Colleges
Article 1 In order to implement the spirit of General Secretary Xi Jinping’s important instructions to “make great efforts, spend great sums of money, hire outstanding teachers, compile outstanding curricula, and recruit outstanding students to build world-class cybersecurity colleges,” and to implement the requirements of the Cybersecurity Law concerning support for cybersecurity talent cultivation, the Office of the Central Leading Group for Cybersecurity and Informatization and Ministry of Education have decided to implement a demonstration project for building world-class cybersecurity colleges from 2017 to 2027.
