On September 2022, National Security Advisor Jake Sullivan argued that the Biden Administration is rethinking its approach to export controls. Leading the charge on this new approach is the Commerce Department’s Bureau of Industry and Security (BIS). BIS has been instrumental in applying export controls in novel ways to address emerging national security and foreign policy challenges, all against the backdrop of an ever-changing global technology environment.

On December 7, the Center for Security and Emerging Technology hosted Under Secretary of Commerce for Industry and Security Alan Estevez for a discussion on how BIS addressed these emerging geopolitical and technological dynamics. CSET Non-Resident Senior Fellow Kevin Wolf set the scene with some historical context on U.S. approaches to export controls. Under Secretary Estevez then provided opening remarks, which were followed by a moderated Q&A with CSET Research Analyst Hanna Dohmen.
