The transfer of national security relevant technology—to peer competitors especially—is a well-documented problem and must be balanced with the benefits of free exchange. The following propositions covering six facets of the transfer issue reflect CSET’s current recommendations on the matter.

China wants to be a “cyber powerhouse” (网络强国). At the heart of this mission is the sprawling 40 km2 campus of the National Cybersecurity Center. Formally called the National Cybersecurity Talent and Innovation Base (国家网络安全人才与创新基地), the NCC is being built in Wuhan. The campus, which China began constructing in 2017 and is still building, includes seven centers for research, talent cultivation, and entrepreneurship; two government-focused laboratories; and a National Cybersecurity School.

CSET’s Private-sector AI-Related Activity Tracker (PARAT) collects data related to companies’ AI research and development to inform analysis of the global AI sector. The global AI market is already expanding rapidly and is likely to continue growing in the coming years. Identifying “AI companies” helps illustrate the size and health of the AI industry in which they participate as well as the most sought-after skills and experience in the AI workforce.

CSET and the Syracuse University Institute for Security Policy and Law hosted an October 2020 symposium to discuss AI policy issues facing lawyers, policymakers and technologists. This blog provides a summary of the discussion. A full report is attached.

Foretell was CSET's crowd forecasting project focused on technology and security policy. It connected historical and forecast data on near-term events with the big-picture questions that are most relevant to policymakers. In January 2022, Foretell became part of a larger forecasting program to support U.S. government policy decisions called INFER, which is run by the Applied Research Laboratory for Intelligence and Security at the University of Maryland and Cultivate Labs.

It’s widely understood that Beijing invests significant resources in shoring up its science and technology prowess, but the extent and flows of the Chinese government’s public investments in S&T are not as well known. This project tracks publicly available information about the budgets of more than two-dozen high-level Chinese government entities, including those that support science, technology, and talent recruitment.

CSET will soon undertake a series of projects focusing on biotechnology. We aim to help government and society harness biotech's potential to promote health and protect the environment while preventing its misuse.

China operates a number of party- and state-sponsored talent programs to recruit researchers -- Chinese citizens and non-citizens alike -- to bolster its strategic civilian and military goals. Prevailing frameworks ignore the uniqueness of America’s R&D ecosystem and the tremendous expansion of global R&D beyond China. The United States must recognize the power of R&D as a cornerstone of the modern global landscape.
