CSET’s Helen Toner offered her expert analysis in an article published by Bloomberg, which discusses Beijing’s adoption of new regulations for artificial intelligence (AI) services. Their goal is to strike a balance between state control and support for domestic companies to compete on a global scale. This initiative is in line with the increasing global trend of enhanced government oversight of AI technology, a contrast to the relatively hands-off approach taken by the US. Presently, Chinese companies trail global leaders like OpenAI and Google, a situation that could be attributed to American companies being self-regulated and lacking external oversight.

Toner stated, “China is trying to walk a tightrope between several different objectives that are not necessarily compatible.” She added, “One objective is to support their AI ecosystem, and another is to maintain social control and maintain the ability to censor and control the information environment in China.”
