On October 30, 2023, the Biden Administration issued a call to action outlining a host of requirements and deliverables for U.S. government agencies on artificial intelligence. The executive order touched on a range of AI-relevant issues, including testing and evaluation of new AI systems, developing a healthy and capable U.S. AI workforce, and ensuring U.S. competitiveness in the years to come.

Heather Frase, PhD is a Senior Fellow at Georgetown’s Center for Security and Emerging Technology (CSET), where she works on AI Assessment. She also serves as an unpaid advisor to Meta’s Open Loop project, providing expertise on implementation of the National Institute for Standards and Technology’s AI Risk Management Framework. Prior to joining CSET, Heather spent eight years providing data analytics, computational modeling, Machine Learning (ML), and Artificial Intelligence (AI) support for Intelligence, Defense, and Federal contracts. Additionally, Heather spent 14 years at the Institute for Defense Analyses (IDA), supporting Director, Operational Test and Evaluation (DOT&E). At IDA she led analytic research teams to apply scientific, technological, and statistical expertise to develop data metrics and collection plans for operational tests of major defense systems, analyze test data, and produce assessments of operational effectiveness and suitability. She has a Ph.D. in Material Science from the California Institute of Technology and a BS in Physics from Miami University in Oxford Ohio.
Jack Corrigan is a Senior Research Analyst at Georgetown’s Center for Security and Emerging Technology (CSET), where he focuses on the U.S. innovation ecosystem and national competitiveness. Previously, Jack provided research and writing assistance on a book about the growing power of the U.S. private sector. He also worked as a journalist covering federal technology and cybersecurity policy for Nextgov, an Atlantic Media publication. Jack holds a B.S. in Journalism and a B.A. in Economics from Northwestern University.
Luke Koslosky is a Research Analyst at Georgetown’s Center for Security and Emerging Technology (CSET). He focuses on workforce policy, with an emphasis on increasing access to AI careers through alternative training pathways. His work has been featured in New America and the Hill. Previously, Luke was a Research Associate at the Potomac Institute for Policy Studies, where he worked on science and technology policy and founded the Center for Enterprise, Exploration, and Defense in Space. Luke has also served as a staffer in the House of Representatives. Luke holds a B.S. in Political Science from Santa Clara University.
Dr. Margarita Konaev is Deputy Director of Analysis and a Research Fellow at Georgetown’s Center for Security and Emerging Technology (CSET) interested in military applications of AI and Russian military innovation. She is also an Adjunct Senior Fellow with the Center for a New American Security. Previously, she was a Non-Resident Fellow with the Modern War Institute at West Point, a post-doctoral fellow at the Fletcher School of Law and Diplomacy and a post-doctoral fellow at the University of Pennsylvania’s Perry World House. Before joining CSET, she worked as a Senior Principal in the Marketing and Communications practice at Gartner.
Margarita’s research on international security, armed conflict, non-state actors and urban warfare in the Middle East, Russia and Eurasia has been published by the Journal of Strategic Studies, the Journal of Global Security Studies, Conflict Management and Peace Science, the French Institute of International Relations, the Bulletin of the Atomic Scientists, Lawfare, War on the Rocks, Modern War Institute, Foreign Policy Research Institute and a range of other outlets. She holds a Ph.D. in Political Science from the University of Notre Dame, an M.A. in Conflict Resolution from Georgetown University and a B.A. from Brandeis University.
